December\u00a04, 2025 –\u00a0<\/span><\/b>The American Clean Power Association (ACP) released its\u00a0<\/span>Clean Power Quarterly Market Report<\/span><\/a>\u00a0today, showing U.S. clean energy developers delivered\u00a0a strong third quarter, adding a\u00a0record 11.7 gigawatts (GW) of new utility-scale solar, wind, and energy storage capacity. That is\u00a0<\/span>enough\u00a0capacity\u00a0to\u00a0power\u00a0over 1.6 million homes<\/span>\u00a0\u2013\u00a0representing\u00a0a 14% jump over\u00a0the same period a year ago. Battery storage alone\u00a0surpassed\u00a0its\u00a0previous\u00a0Q3 record with 4.7\u00a0GW\u00a0installed.<\/span>\u00a0This\u00a0strong\u00a0year was expected given the strong momentum and policy tailwinds supporting the industry over the\u00a0last several\u00a0years.\u00a0Despite strong near-term numbers,<\/span>\u00a0the report highlights\u00a0<\/span>how lingering policy and regulatory uncertainty put the pace of future growth at risk.<\/span>\u00a0<\/span><\/p>\n

\u201cThe third quarter\u2019s record results mask an unstable policy environment that is threatening our ability to meet our future energy needs,\u201d said\u00a0<\/span>ACP CEO Jason Grumet<\/span><\/b>. \u201cThe policy chaos at the federal level has seeped into every part of project timelines, stalling growth precisely when we need to meet demand and keep energy prices affordable for American families and businesses.\u201d\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

While Q3 posted record installations, the forward-looking indicators tell a more concerning story.\u00a0Power purchase agreements (PPAs) fell 31% year-over-year, pushing the year-to-date total\u00a0for all offtake types\u00a038% below\u00a0the same point\u00a0last\u00a0year.\u00a0<\/span>\u00a0<\/span><\/p>\n

Despite robust\u00a0<\/span>demand for power,\u00a0buyers\u00a0largely sat\u00a0on the sidelines\u00a0in\u00a0the third quarter,\u00a0waiting for a clearer policy environment to\u00a0emerge\u00a0and\u00a0the rules around tax credit eligibility for developing future projects\u00a0to be set.<\/span>\u00a0Treasury\u2019s long-awaited guidance on transferable tax credits and foreign-entity-of-concern rules only landed halfway\u00a0<\/span>through Q3,\u00a0this\u00a0complicated\u00a0financing conversations and resulted\u00a0in\u00a0virtually no<\/span>\u00a0net pipeline growth\u00a0(<1 %), quarter-over-quarter.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cDemand from AI, data centers, and onshoring manufacturing is set to push U.S. electricity needs to all-time highs next year,\u201d added Grumet. \u201cWith swift policy action, this demand can be met with domestic clean energy, supporting U.S. competitiveness in the race for these new technologies.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n
