Letter: ACP Letter to House Leadership on SPEED Act

In this letter, ACP CEO, Jason Grumet, withdraws the American Clean Power Association’s support for the SPEED Act due to the poison pill amendment from Representative Harris added, in the Rules Committee, without a floor vote. This change in the Committee approved legislation, eviscerates the bipartisan language authored by Chairman Westerman and allows the administration to continue to discriminate against clean energy technologies.

The Harris amendment injects permit uncertainty, and creates a pathway for fully permitted projects to be canceled even after the Act’s passage, during a time of skyrocketing energy demand and increasing energy prices.

As America faces rising power demand and affordability concerns, ACP joined a bipartisan coalition of major energy trade associations urging congressional action on permitting reform.

In a letter to Speaker Mike Johnson and Democratic Minority Leader Hakeem Jeffries, the organizations voiced strong support for the SPEED Act (H.R. 4776) — legislation that would streamline reviews, reduce delays, and provide greater certainty for energy infrastructure investment. The coalition emphasizes that clearer, durable permitting rules are essential for delivering reliable and affordable power to families and businesses.

July 1, 2024 – ACP and RENEW Northeast File Comments on Gulf of Maine Proposed Sale Notice

On July 1, ACP and RENEW Northeast submitted comments on the Gulf of Maine Proposed Sale Notice (PSN). The comments focused on the maintaining the maximum developable area in the proposed lease areas, clarity on potential lease stipulations and mitigation measures, early coordination with the offshore wind industry on potential conflicts, and increasing transparency and certainty in leases. BOEM will review comments submitted on the PSN and issue a Final Sale Notice. An auction for the Gulf of Maine lease areas is anticipated by the end of 2024.

June 14, 2023 – ACP Files Comments on EA for Oregon Lease Sale

On June 14 2024, ACP filed comments with the Bureau of Ocean Energy Management (BOEM) on their Environmental Assessment (EA) for a future sale of two leases off the coast of Oregon. Comments focused on expanding the foreseeable activities for site characterization in the analysis to be more comprehensive and inclusive of new technologies and clarifying language on the affected environment.

May 24, 2024 – ACP Files Comments on California AB 1373

On May 24 2024, ACP-CA filed comments with the CPUC asking for the Commission to identify a need for central procurement of 10 GW of offshore wind through 2035, implemented over a series of solicitation opportunities. The Ruling issued late April is the first step in implementing the central procurement program established through AB 1373 last year.

May 20, 2024 – ACP Comments on the Gulf of Maine PSN

On May 20, 2024, ACP submitted comments to the Bureau of Ocean Energy Management (BOEM) on the Gulf of Maine Proposed Sale Notice. ACP supports BOEM’s actions to move forward with commercial leasing in the Gulf of Maine, which will help Massachusetts, Maine, and New Hampshire meet their current, and anticipated future offshore wind and decarbonization goals, but will also help grow and sustain a durable onshore supply chain with tens of thousands of well-paying clean energy jobs, and support our national goal of deploying 30 gigawatts (GW) of offshore wind energy by 2030.

ACP Letter for the Record, ENR Hearing May 21

In anticipation of the hearing in the US Senate Energy & Natural Resources Committee to “Examine the Opportunities, Risks, and Challenges Associated with Growth in Demand for Electric Power in the United States,” ACP CEO Jason Grumet has sent the attached letter to Chairman Manchin (D-WV) and Ranking Member Barrasso (R-WY) which will be for the record.

The letter urges the Committee to redouble their efforts to develop a comprehensive permitting reform package that will address reliability challenges and help to meet our future energy needs. Further, the letter notes that while FERC Order No. 1920 is an important step to addressing regional transmission planning needs it does not address the impediments to interregional transmission permitting and planning which will be vital if we are going to meet the growing demand for power.
